I was curious if you can cast spells with certain targets if there aren't enough targets to meet the spell's requirements
Ex: {Hex} if there are not 6 creatures on the field? Can I not cast it?
{Incremental Growth} if there's only one creature on the field? Can I target one creature with all 3?

With {hex} and {incremental growth} you need the targets on the field in order to cast them. So yes for incremental growth you have to have 3 targets or the spell fizzles since it requires 3 different targets. Now it might be your opponents creature as a target for some counters but still get to boost your guys. Same with {hex} as well. Need 6 targets even if that includes your own creatures. Legal targets of course

note that the spell doesnt "fizzle" if you dont have enough legal targets for it. you actually cant even cast the spell if you dont have enough targets. this is important for cards like {guttersnipe} that trigger off casting spells.
If you have 6 creatures on the field, cast {hex} and one of the creatures gets sacd for being {phantasmal dragon} for example, the whole spell will be countered.

This is totally wrong.
Rulings
10/1/2005 You must target six different creatures. If you can't, you can't cast Hex. If some of the creatures become illegal targets before the spell resolves, Hex will still destroy the rest of them.

yea. {{kaylesh}} please be careful and start posting rulings to support your answers. people read these answers and believe them. you dont want to be the reason they lose a tournament because they misunderstood the rules.
I apologize. And not for the first time. It turns out golden rules ain't so golden anymore. I will doublecheck my rulings extra.
