Can i use oblivion ring on a planeswalker?

Well, to nitpick, there are two restrictions - non-land and permanent. Fortunately, planeswalkers are permanents, so you're still good to go!

Is what you're trying to say that a {Vedalken Orrery} might let you target, say, a {Lightning Bolt} before it resolves? If so, that is incorrect. Even if there is a spell on the stack somehow when {Oblivion Ring} is cast, that spell is not a permanent and cannot be exiled with O ring.
Emblems and cards in zones other than the battlfield, such as the graveyard, exile, command zone, a player's hand or library, etc, are also not permanents and cannot be targeted by O-Ring.
