If I use {Heartless Hidetsugu}'a ability and while it is on the stack I {Twiddle} him and do it again, where does that put my opponents who were all at 40?
40/2 = 20
20/2 = 10 life.
It only checks their life total as the ability starts to resolve.

Yes, heartless Hidetsugu's activated ability hits each player, including yourself.
