Do sacrificed creatures count as dying? I.e. Do they trigger "if a creature dies..."?

yes. whenever a creature, including a creature token moves from the battlefield to the graveyard for any reason it dies. so if you sacrifice a creature, it will move from field to yard and it will trigger any "when a creature dies" triggers. note that if something like {rest in peace} is on the field, nothing ever hits the yard, so nothing technically "dies".

So if I attack with a 7/7 Chasm Skulker, and my opponent declares blocks with a death touch creature.. Can I sacrifice it in response with Life's Legacy?

No, but for different reasons. The problem in your example is that you can't cast {Life's Legacy} at that time. It's a sorcery, it would have to be an instant to cast then.
If you can sack it at instant speed, then yes.
