Actually, it depends. If it is cast from the hand, it targets. If its put directly into play ({Retether}) then it doesn't target.

{prison term} is good for hexproof and shround creatures as long as prison term is already on the BF. I use prison term in an exalted deck and I will cast prison term on my own creature, I don't intend to attack with, just to get it on the BF so I can attach it to say {Geist of saint Traft} if my opponent plays him.

It bypasses targeting entirely. If you have a way to put an aura directly onto the field, (say {Sun Titan} returns an {Arrest} from the grave), you can attach it directly without targeting. Works great against {Geist of Saint Traft} or {Dungrove Elder}.
