If i {cloudshift} a creature, does it regain summoning sickness?

Yes. It's treated as a totally new object. What that means is that even though it's the same card, the new object has not been on the battlefield since your upkeep.

So it does have summoning sickness.

To nitpick - It's not since Upkeep, it's "Since the beginning of your most recent turn".  The easiest way to imagine this is that it has to go through an Untap step on your turn.

i did think it was upkeep as well, but:

302.6. A creature's activated ability with the tap symbol or the untap symbol in its activation cost can't be activated unless the creature has been under its controller's control continuously since his or her most recent turn began. A creature can't attack unless it has been under its controller's control continuously since his or her most recent turn began. This rule is informally called the "summoning sickness" rule.
