Can a card such as {Budoka Gardener} be a commander? If so, he comes in as the non legend correct? Thanks.
Technically no you can't but EDH is very casual so if your playgroup allows it then go for it :P
this is correct. you could, however, use a card like {sasaya, orochi ascendant} since it starts as a legendary creature.
