Ok it's the raging debate at the moment, at least at my LGS and it only creates polar opposites, minimal indifference, so:

It's one of those situational cards that's really good, but extremely difficult to pull off. Right now I think the format's too fast for it to be really good unless you're a hella ramp super friends deck. Maybe after rotation it will be better. All of Khans seems pretty midrange-y from what's been said about it.
Totally agree and it's been my argument the whole time. I'm an EDH player mainly (hence why my Needed binder is only really one of everything, lol) and Chain Veil has worked ok for me. But I can only assume they've got Marie walkers in stall or at least walkers with gross abilities in Khans to have released this card in Core Set.
