Title: Copy spell question

If I were to use something like {Chandra Pyromaster's} ultimate
On a card like {Hidden strings} could the copies get Cipher'd onto a creature I control?

No, because cipher only applies to a spell if it is represented by a card (not a copy).  Otherwise you could cipher the copy created by the original cipher.
