So, if I get {Jace, the living guildpact} to seven loyalty and then activate his ultimate, is he placed in the graveyard before or after his ability activates? In other words, does his ability reshuffle him back into your library, or does he go to the graveyard after his ability resolves?

The ability goes on the stack.
Assuming Jace only had 8 loyalty counters, it is placed in the graveyard as a state-based action.
Ability resolves. Jace gets shuffled back into library.

This is correct. Adding or removing loyalty from planeswalkers for their abilities is a COST. (See the colon!) this means that the cost is paid in order to add the ability to the stack. Once the ability is added and the cost paid, state-based checks are made, and will move the Planeswalker to the graveyard if it has 0 loyalty remaining.
