This isn't a legacy deck. It's a casual deck.
Not if it wins :P I can see it being legit, especially if you run {Goblin Charbelcher} package in the sideboard. Think about it: {Gitaxian Probe}s and {Street Wraith}s mean you have a 52 card deck and {Serum Powder} can get you there with a hand. Lastly, you don't have to have {Progenitus} ({Bearer of the Heavens}, {Lord of Tresserhorn}, and {Nova Chaser} can all do an impression) and I am sure there are other combo pieces you could play that could accomplish a lot of the same thing.
You guys realize that takes an 8 card starting hand of exactly the right cards, right?

Lol, yeah...I'm not saying it is going to be a top tier deck, I just want to know if someone actually brought this to a tournament and I want to see the decklist.

That actually gives us more options. Also: if you don't need trample you can play {Ornithopter} and {Memnite}, which require less constrictions.

Nope, and I couldn't find the sideboard, but supposedly the deck has a transformational sideboard that turns it into a {Dragonstorm} deck.

Don't get me wrong, I don't think its a good deck, nor do I want to build it, I just thought it was hilarious that someone brought it to a SCG tournament.

I would rather run {raging goblin} and {berzerk} and then you really only need {blazing shoal} into {profentius} for game.
