can i use Conspiracy cards/expansion in EDH, or is there a limitation on cards on that expansion, i mean.. i would like to use {Plea of Power}

There are sixty-five new cards in Conspiracy. Fifty-two of the new cards will be legal in Legacy and Vintage; thirteen cards will not. (Conspiracy cards are the not legal ones)
Commander is played with vintage legal cards, with some exceptions:
cards are legal as of their set's prerelease
