Okay... My friend went to a shop and the guy was trying to tell him that they were going to keep 12 and 13 legal at the same time... And I'm like no... Each one goes out when the new one comes in..

A little confirmation please since wizards likes to do gay **** from time to time

Yes, they do actually stay legal from the time 2013 releases to Ravnica 2.

Dark Ascension
Avacyn Restored (effective May 4, 2012)
Magic 2013 (effective July 13, 2012)

They do that overlay so that the previous block and core set rotate at the same time instead of having 2 rotations within a few months of each other
