i feel like you need more card draw to make 4x {chasm skulker}s useful.

Mind rot often draws you cards via waste not triggers. I've still gotta try sign in bloods or divinations though. I agree this could be tuned better. Ciphering Whispering Madness on Turn 4 is the goal.

understood, but you still need backup plans. i mean even if you do get whispering madness ciphered on skulker, draw a ton get tons of counters on skulker, and then they draw {banishing light}next turn. that seems like it would be really bad. i would def add {sign in blood}s cause that card provides so much value, but i would also try cutting some skulkers and {notion thief}. i would say 1 or 2 {notion thief}s seems fine mainboard, but if your playing against a deck that doesnt draw extra cards you will probably not get that much utility out of it. if u wanna play 4 skulkers i recommend making this more of a draw power deck than a discard deck. or you could make it more hand disruption waste not esque, but than the skulkers and notion thiefs would not be very useful.

I'll play it one more week before I make many serious  changes. I feel like this has potential though. Waste Not is so much fun.

{rapid hybridization} could help you respond to banishing lights or similar effects. Pop your skulker and bask in the army of squids.
