Can I use the {mind wrack liege} ability to put say { iroas, god of victory } on the field even if I don't have devotion to make him a creature?

Yes, you can use {Mindwrack Liege}'s ability to put {Iroas, God of Victory} onto the battlefield because Iroas is a creature in your hand.

note: its a creature CARD in your hand, not a creature in your hand. devotion for gods only matters on the field, in all other zones gods will always be legendary enchantment creature cards.

no, because as stated above, anywhere but the battlefield (like your hand) gods are legendary enchantment creature cards and thus fail the non-creature aspect of the choice.

Here is a way to think of it: if you had {Platinum Angel} in your hand, would the ability work? No, it has to be on the battlefield. It works the same way with God's 'only a creature if devotion is high enough' clause.
