My friend is starting mtg and wants to have a simic deck, I need ideas and it is full budget so less than £10 total, I can supply him with the majority of commons and uncommon in theros block

How competitive is this deck supposed to be? I can post a list of the cards in the budget UG heroic deck I made out of my Theros block commons and uncommons if you want.
He wants semi competitive, me and him are splitting a clash pack where I get courser, foils, genisis hydra and nykthos
he has the rest but that ug list would be helpful
