Which is better? What do you guys think?

Proclamation is much better unless your playing a deck that Ramps with something like sylvan caryatid, but paying 5 mana for what the 3 mana card can do is pretty bad in my opinion.

I think the main selling point of proc is that 1) it's repeatable and 2) it's generally uncounterable unless they have squelch, voidslime, or trickbind (in modern).

Return has convoke and can hit more things. Its flexiblity makes it better IMO, plus paying 6 to forecast is unreasonable in most decks that want to return 1 drops.

I think it's the difference between 1 vs 2 drops and cheaper in the short term vs getting "better" as the game goes on (more mana for X)

From an aggro creature / weenies perspective(and I feel like both cards are intended for those purposes) I have to go with the Proclamation. {Return to the Ranks} suggests using multiple weenies to undo a disastrous loss of creatures. There are two reasons I can think of that make it a pretty bad card:
1-It's unlikely a weenie deck could even get more creatures out that late.
2-I've already lost if I haven't won with an aggro creature deck by about turn 5.
