Title: Chain lightning

My opponent and myself are left with 3 life, then I cast {Chain Lightning}, will the game be a draw if he has mana to chain me back?

No, you will in fact win the game. Your opponent does not get the option to pay mana to hit you until the damage is dealt to him, meaning priority is passed after the first 3 damage resolves, meaning your opponent loses as a state based action. This is on the rulings of the card, for reference.

To be nitpicky, they do get the /chance/ to pay the mana to copy it, since that's during the resolution of the original spell.  Whether they do, or not, the original Chain Lightning leaves the stack, then with or without the copy on the stack, SBAs are checked and will see your opponent at 0 life.
