My 8 rack doesn't have bob or planeswalkers. Probably better with them but does fine without.

Depending on your meta infect is a cheaper budget deck. Inkmoth is the most expensive card.

Mono green fetches aren't needed. Neither is noble. U/g is the best infect form an the deck can be built with about fifty bucks. Less if you already have the pump spells.

The modern event deck isn't too bad if you can stand to dump another 200-300 in to it.  Okay, so that isn't exactly budget.

Burn is usually one of the cheapest decks you can build in any format, especially if you build it without fetch lands.  It's slightly less consistent without them, but should work just as well.

Feeds Lavamancer and finds your Sacred Foundries so you can splash for {Boros Charm} and {Lightning Helix}

Goblins is cheap. And 8 rack can be cheap. {neceogen mists} is a cheap alternative to liliana and {phyrexian arena} is a cheaper alternative to dark confidant. Thoughtseize can be replaced by inquisition or even duress if you really want to go budget. The only thing that is not replaceable though is {ensnaring bridge}. My 8 rack deck has the playset of ensnaring bridge costing significantly more than the rest of the deck combined.

Even then, if the mos expensive playset is $80 total, you're still running a very budgety deck.

I am running a very budgety deck. I even play {killing wave} instead of {damnation}. The deck is by no means perfect but it has served me well. I have never lost more than one round in a modern event with it. It's currently mono black but with {urborg, tomb of yawgmoth} being reprinted I'm going to stick it and a few {godless shrine}s and {isolated chapel}s in there so I can board a few {revoke existence} and {banishing light} style effects, as the deck is super weak to enchantments.
