Ok can some one tell me how this order works. If I have {hero of leina tower} on the battle field and target it with {solidarity of heroes} ! Would I be able to pay an amount x then have it doubled ?

Cast Solidarity, Heroic trigger on the stack.
Stack is:
Heroic
Solidarity
Resolve the Heroic, paying X mana and placing X counters. Resolve Solidarity, double those counters. Swing for lots.
What happens is you cast solidarity of heroes targeting your hero and that spell goes on the stack. Then, on top of that, goes the heroic trigger from targeting the hero, after you pay x. So that heroic trigger will resolve first, adding counters to your hero. Then solidarity of heroes will resolve, doubling the number of counters. So yes, you will essentially be getting 2 counters for each extra mana you pay for x.

Doesn't Hero HAVE to have a +1/+1 counter to begin with? I'd have thought that Hero wouldn't be a legal target unless it had a counter to start with. Kinda like {Bioshift} and Heroic
I would like to think that casting spells that potentially do nothing would be a mistake on the caster's part. Therefore it could be done. But only through that logic, I will look it up now.

Example: An enchantment reads, "Whenever a player taps a land for mana, that player adds one mana to his or her mana pool of any type that land produced." If a player taps lands for mana while casting a spell, the additional mana is added to the player's mana pool immediately and can be used to pay for the spell.
So the heroic will be triggered immediately before the counters double. If this is wrong then i really don't understand

creatures do not need counters to be legal targets. if it said put x counters on target creature with at least one counter, that would be one thing. but neither {bioshift} nor {solidarity of heroes} says that. They can both target creatures that have 0 counters, and then heroic triggers and the creature might get counters that are relevant.

That's not correct. Hopefully this helps.
Mana abilities ADD mana. They don't COST mana. Activated abilities COST something (sacrifice, tap, mana ect) but don't produce mana.
So in the land event you're right. It adds mana without going on the stack. {Elvish Mystic} adds mana as well. Doesn't go on the stack.
However heroic is a triggered ability, meaning something happens (in this case said creature gets targeted) then it goes on the stack. (Triggered abilities start with "When, whenever or At")
If it was an activated ability {Solidarity of Heroes} would still work, however you'd have to cast {Solidarity of Heroes}, putting it on the stack, then activate the +1/+1 counter ability so it resolved first.

I did a little more digging, next time find a rule that explicitly states what you say please. 603.3. (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=603.3.): Once an ability has triggered, its controller puts it on the stack as an object that's not a card the next time a player would receive priority. See rule 116, "Timing and Priority." The ability becomes the topmost object on the stack. It has the text of the ability that created it, and no other characteristics. It remains on the stack until it's countered, it resolves, a rule causes it to be removed from the stack, or an effect moves it elsewhere.
The ability on the card is on the stack above the spell.

I find that digging up a rule so I can quote it is an unneeded pain when I can explain it in simpler terms. Did I not give you more information and tell you the exact same thing? Were you not able to find the rule yourself? I'm just trying to be helpful.
