Too tired to leave suggestions now, but if you're looking for a mono blue commander {Azami, Lady of Scrolls} is good too.

Getting a card removed from your hand and a 3/1 flyer on the other side or the board isn't bad. Compared to other shenanigans.

Think about him + {Skullclamp}.
Still goes up {2} each cast. Plus draw chance. Plus artifact removal.
unfortunately {skullclamp} plus your commander doesnt work, assuming you send your commander to the command zone. since its a replacement effect your guy never hits the yard so you wont draw 2.
