Normally sanctioned drafts have packs picked by the lgs
Most likely Theros block.

You'll probably be doing Theros block. 1 pack for each set.

You'll probably be drafting Theros Block, and your entry fee will cover the price of the packs that you draft.  You and up to seven or eight other people will sit around a table with your three packs each.  At the same time, everyone will open their first pack, which will be Journey into Nyx.  You'll look at the cards, remove the tip/token and Basic land (Unless there's a foil basic, then it stays in), then pick one to set face-down in front of you ('drafting' the card).  Then you pass the rest of the cards to the person on your left.  You continue to draft cards from the first pack until all the cards are picked.  Then you have a few moments the review what you've picked.

Then, you'll all open your Born of the Gods pack for pack 2.  You draft it in the same way, but you pass to the right.  After that pack is done, you look over things, then you draft your Theros pack, passing back to the left.

After you finish drafting, you build a minimum 40-card deck from what you drafted and basic lands, which your store should provide for you.

As for tips, pay attention to what colors you aren't seeing and which colors you're seeing a lot of.  This can give you an idea of what people around you are playing.  Don't be afraid to switch what colors you're taking mid-draft if the new ones seem to be wide open.  Also, try to draft cards that work well together, and not just taking Rares because they're there.  They're generally not as good as you want them to be.

Draft by BREAD:

B: Bombs...Fatties, anything that if the opponent doesn't deal with it quickly it can end the game.

R: removal...self explanatory, but look for better all around removal. Cards like executioners swing aren't really premium removal cards but will work if needed.

E: Evasion. Flying or unblockable. Things that can get around chump blocking and maybe even create some small time havoc for your opponent.

A: Aggression.  Haste creatures, fast to the face type stuff.

D: DUDS!!! Everything that gets left over. Things not in your color or things that just don't work at all with what you're doing.

They are not formats but rather acronyms to help beginners when learning to draft.

Here's a good website that will explain it a little better:
http://www.gatheringmagic.com/melissadetora-041212-a-beginners-guide-to-drafting/

BREAD

B-Bombs
R-Removal
E-Evasion
A-Aggro/Advantage
D-Duds

Or

BREAK

B-Bombs
R-Removal
E-Evasion
A-Aggro/Advantage
K-Krap

so they are essentially the same thing.

Bread and Break don't apply as much anymore. If you want to improve your game, listen to the Limited Resources podcast :)
