Could I fetch shock lands with {Perilous Forays}?

Sure.  They have basic land types, so you can fetch Shock lands, original Dual lands or the utility lands from Shadowmoor (like {Mistveil Plains}, etc.).  Just remember that since the effect specifies that it comes in tapped, it'll come in tapped regardless of whether you pay two life.

No, it says basic land type while {mountain} ect is technically a subtype. Correct me if I'm wrong.

"Basic Land Types" are a set of Subtypes, consisting of Plains, Island, Swamp, Mountain and Forest.  Any land card with one of those as a subtype is fair game for Forays.
