Could a {Jin-Gitaxias, Core Augur} commander deck work? If so what type of effects would maximize his abilities?

Yes he can work as a commander, but he's very hard to get out unless you jam-pack your deck full of mana rocks. Also, since he's such a later-game card, your opponents are know he's coming, so they will have lots of turns to prepare for it, so be cautious. Another thing is people are gnna hate you for playing that commander, so prepare to loose friends.
Instead of running him maybe use {Azami Lady of Scrolls} or maybe {Ertai Wizard Adept} or possibly even {Arcanis the Omnipotent}

Agreed. I think the Core Augur is much better as a card IN the deck rather than the commander :)

Play things that give you no max hand size, things to cycle hands (to disrupt their preparations), and ALL THE COUNTERSPELLS!!!!! Also omniscience (because it's cool).
