Title: Council of the absolute

I say that if you had, say a {Conjurer's closet} or something along those lines, and you kept flickering {Council of the absolute}, it would keep track of the spells it's already named and you only get the new one, I.e I name {Syncopate} closet trigger, name {Dissolve}, the only spell that the council would affect would be dissolve. My friend says otherwise, and that it always keeps track. Who is right?
