Card seems very good Im curious about how the mechanic works specifically. Are the votes private until the spell resolves?
If not I can see this card getting crazy in EDH multiplayer games.

No, you just vote in turn order starting with you I think. It's apparently legacy playable because it's pretty much a mono white {Vindicate} that can't hit lands.

Thats true it doesnt target. It almost seems as if it should be an edh staple though? I see a lot of talk of it replacing o-ring effects, in both 1v1 and multi. I can see how it could be strong in multi but 1v1 Im having a harder time understanding

Judgement doesn't target, so you can get your opponent's True-Name Nemesis or Geist of Saint Traft. And they don't get to know what you're targeting until it's too late.
In all fairness if they have a true name nemesis or Geist of saint traft on the board and they don't know what you are going to choose then they might be a couple of sandwiches short of a picnic basket.
If your opponent is smart in 1v1, they name what you named. If they name something different, well you 2 for 1'd them...

Miracles doesn't want it. They top into a {terminus}. Every other deck that runs white that doesn't have an answer to true name already (like sup v) will have at least 1 in the side though,
Not true, it answers Planeswalkers, which the deck can normally have difficulty with once they're on the board. It also will kill {Gaddock Teeg} (a massive problem card for the deck), no matter how many stupid {Mother of Runes} there are. Oh, and using it with snapcaster seems nuts.
The one part about it that I'm not thrilled with is the double W, which could be tough, so it's probably a 1-of in the main, and 1-of in the side at most.

Thank you! A lot of people don't understand this somehow. I think it's a bonkers card in 1v1.
It's each permanent with the most votes or ties for the most votes you don't control. In a 2 player game, if your opponent chooses a different permanent, there are 2 permanents with 1 vote each instead of one permanent with 2 votes.
Its value has dipped almost in half since release- now might be the time to buy low and hope it rockets
