Can I use sisay's abitity (tap and search for a legendary card) if it's a dual sided card?

by dual cards i assume you mean split cards like {breaking/entering}. you may, however be referring to double faced cards, also known as transform, like {huntmaster of the fells} or even a type of flip card like {budoka gardener}.
starting with split cards: though i do not know of any legendary split cards, if they existed they would be searchable with sisay.
double faced cards like {huntmaster of the fells} are searchable with sisay only if their front face up side is legendary.
similarly flip cards are only searchable with sisay if their front face up side is legendary. consider the creature {budoka gardener}. even though the flipped side is legendary, he cannot be tutored for with sisay.

Cause its legendary facing up. Sisays ability isn't just for creatures but legendary cards. So you can search for {nykthos, shrine to Nyx}, {day of destiny} or a legendary creature.
