Does this make creatures that have +1/+1 counters on it become 0/2? Or no?

Lets say the creature is green 2/2 bear with no abilities; the bear has 2 1/1 counters on him. So he is a 4/4.

The spell is cast. His base is now 0/2 instead of 2/2.

The spell doesn't affect counters, so any counters on the creature remain. So he is 2/4 bear now

To me, banding is a lot easier to understand than layers

Layers is when two effects try to do something at the same time, like  {Blood Moon} and  {Urborg, Tomb of Yawgmoth}
