Yes it would. You don't have more than 4 copies of anything besides basic lands and you don't have any cards that are restricted or banned (it wouldn't be standard legal though). But as far as a legal deck goes, yes that is fine.

100.2a (http://imtgapp.com/forum/index.php?action=imtg;area=rule;number=100.2a): In constructed play (a way of playing in which each player creates his or her own deck ahead of time), each deck must contain at least sixty cards. A constructed deck may contain any number of basic land cards and no more than four of any card with a particular English name other than basic land cards.

I would throw in a set of {Wild Guess} and {Reforge the Soul} to make sure you can "get to the goodies", but I almost want to try this deck for sheets and goggles.
Don't forget about {faithless looting}. Throw in {pyromancer ascension} and a few rituals and maybe make a sort of pseudo storm deck?
