Title: Perplexing chimera

Perplexing chimera stays with your opponent after you exchange, correct?
Then infinitely after each player that controls PC after an exchange continues to trigger the ability until PC is destroyed?

When the exchange happens, the opponent gains control of the Chimera on the battlefield, and you take control of the spell while it's on the stack.
After the exchange happens, nothing is being cast, so the Chimera won't trigger again.

I meant recast during future turns...
Once exchanged, the opponents are able to exchange later right?
The creatures or spells do not return at the end of turn?

Unless something says otherwise, they'll get to exchange the chimera for other spells being cast, yes.  And if they don't, they'll keep control of the Chimera indefinitely.
