Can you use the sacrifice ability right when you bring out {Ghost Quarter}?
Yes.
Only creatures that require a {T} to use an ability when they first come out, cannot be used unless they have haste. All other cards (enchantments, artifacts, land, etc) can {T} as soon as they hit the field.
(I originally thought it was a creature, but re-looked at it to find out otherwise.)
