Worst fears allows you to control an opponent of your choice and make all moves/choices for him during his next turn, so can it be used to make him concede?

No, you can't.
Can you have his creatures attack him ?
No. If you control a player. You become that player's mind, yet not his body to concede as stated on wizards. And another rule is that a player can only declare attackers to an opponent ( CPU or CPU planeswalker ) therefore if you control a player, you cannot cause its creatures to go against itself.

Among many other things you can't do listed in the gatherer rulings:
4/26/2014 You can't make the affected player concede. That player may choose to concede at any time, even while you're controlling him or her.

I was just curious because a few players today at FNM were asking about it, couldn't find any rulings here about it, and the idk the link/app for official MtG rulings so I couldn't pull it up from there. Would it be possible for iMtG staff to list that in the card rulings for this card?

Because you have "bought it all" you can see the card rulings directly from this app by clicking on the card.
However if the card database has not been updated for a particular card, you can go directly to gatherer from that part in the app also.
