It stops them, unless they pay 3. It also stops them from attacking or blocking, unless they pay three. With {pacifism}, you don't have to worry about forgetting that it's there. On a board late in the game where the only creature left has an {oppressive rays}, they can still attack. With {pacifism}, they have just as many creatures that can attack as you. 0.
Except not really. Pacifism and O Rays are meant as a stall tactic. If you can't deal with it by the time they can pay you need to fix your deck also early on it can be amazing bc they might devote a turn to just paying 3 to tap!
All in All Oray is debatably better
With orays, yeah, you have to use it as a stall tactic. If you can't find a way to deal with the creature once they have nothing else to do with their mana, then it starts to attack. Pacifism however, game one when they usually shouldn't have something to kill it other than dsphere or banishing light, then it's removal by itself. Once they have nothing else to do with their mana, they still can't attack if it has a pacifism on it.
I personally think that pacifism is better game one, then they're both not very good after board
Guys. For 3 mana, go {Arrest}. It stops both.

As for the argument between pacifism or arrest or oppressive rays, I personally use neither. Why lock stuff down when you can just {swords to plowshares} or {path to exile} it for one mana ?
