Title: Deathtouch rule change?

Someone told me that recently MTG changed their rule about deathtouch. I was told that now it only applies to combat damage now, not non-combat. So combos like {goblin sharpshooter} + {basilisk collar} don't work any more. Is this true?

I did this once in a draft, except with {fleet feather cockatrice}. I had two of the birds and 3 {fall of the hammer}. I won that draft....
