So, any time to cast a spell with the Type- Arcane, you may reveal any number of card with "Splice into Arcane" abilities on them, and pay their splice costs.  If you do, there will be one spell on the stack that has the first spells effects plus all the effects of the spliced cards on it.

Example:  You cast {Dampen Thought}.  When you do, you reveal {Evermind} and {Glacial Ray}.  You pay 1U for Evermind and 1R for Glacial Ray.  Then on the stack you'll have one spell.

Dampen Thought  1U

Instant - Arcane

Target player puts the top four cards of his or her library into his or her graveyard.

Draw a card.

Dampen Thought deals 2 damage to target creature or player.

Clear?
