Title: Fog.

Does the green fog card just block attacking combat damage or also block any damage in general like abilities?

{Fog}. Use the curly brackets!

It only stops combat damage, such as damage dealt between attacking and blocking creatures and damage dealt to players from unblocked creatures.

Although, it may depend on the ability. What is an example of the ability you're talking about?

Combat damage is the damage dealt in the combat damage step inside the combat phase. The only time you'll see combat damage outside of that is through the "fight" mechanic. {Pit fight} for example.

Not combat damage.... That is just damage, fog won't prevent "fight" damage or damage from fall of he hammer
