Copies copy the mana cost of the copied card, so yes. When a card enters as a copy, such as  {Clone} copying  {Desecration Demon}, you are getting a an exact copy of Demon. Creature types, abilities, mana cost, all is copied.

Why is this not the case with {phyrexian metamorph}?

Metamorph works exactly the same way as any other clone effect, except the permanent is an artifact in addition to whatever other types it is.  Was there any reason you thought it didn't work?

Sorry, I just misread the ruling....it says "phyrexian mana isn't a new color" and I for some reason when I read it read "phyrexian metamorph isn't a new color"...thus thinking it doesn't change from being blue.
