for example {Echo Mage}

when it comes to play, it is level 1, 2/3? or do you have to pay first the {1}{U} to make it level 1?

The level is equal to the number of level counters on the permanent.

Since it doesn't enter with any, it is effectively level 0.

Giggle is correct, it enters as level 0. And you may only level up as a sorcery.

you can level up as many times as you want as long as you have the mana.

Keep in mind it can only be done as a sorcery.

This is the card I learned best for the levels:) to me it shows that it comes in as level zero for this card:)
