Is storm ability similar to cascade; the ability goes to the stack once it is played?
If there are 3 spells played this turn, I cast {Tendrils of Agony}, my opponent counter my spell, do I still have 3 copies of it?

Yep. You Cast the spell then it copies multiple times. If they counter all the copied spell then they would get off Scott free, but they can't prevent the storm.
