I keep hearing about this and people say like you can only have so many of limited rarity cards per deck.
Examples
THG
1 {underworld dreams} per deck
1 {Guttersnipe} per deck
Also a friend of mind said you can only have
1 {Demigod of Revenge} in your deck if you're not playing a duel (1v1 game)
Can anyone elaborate because this sounds weird and too limiting to certain play formats.
(Unsure If this was a "Rules" question) seems more like just a house rule style such as friends outlawing {Ionia Knight of emeria}
The only time there's anything like that is with a Singleton format like EDH, where you're limited to one copy of each non-basic land card in the deck.
Other than that, there's no restriction based on rarity, unless your group wants to establish house rules on it. Otherwise, how would cards like the aforementioned Demigod of Revenge work?

Well they keep saying its only for multiplayer games that this is a thing. But idk :/
It sounds like the old restricted/banned list. Restricted cards like {regrowth} and {wheel of fortune} they were considered too OP to play 4 of them so they "restricted" it to just one per deck. To the best of my recollection, it wasn't for multiplayer, though. It was just for type 1 play (vintage/legacy). But the way you described it, it's probably BS.
Well as far as official rules go its BS but house rules are house rules.. Make sure they know that theyre making it up though ;)
