When I have {Blood Moon} in play, my opponent got 4 non basic lands and they are converted to mountains. Will my opponent take damage from {Price of Progress}?

He will not if  {Blood Moon} is in play. If you play  {Price of Progress} while blood is still on the stack, then you may

Though it is a mountain, the land type is non basic, so is it a non basic land type mountain?

They will take damage from non-basic lands turned into mountains.

12/1/2004: Blood Moon's effect doesn't affect supertypes and won't turn any land into a basic land.
