Is there any card that states something like

"Whenever a permanent (or artifact!) becomes tapped , something happens?" (Such as deal damage, heal life, or something)

I mean like a global thing... Not like {Zhur Taa Druid} but something that says "Whenever a permanent becomes tapped" not "when this permanent becomes tapped"
