Are tokens created by {Séance} considered as creature tokens which can be populated?
The card specifically says "put a token onto the battlefield that is a copy of the exiled creature" and then the ability of populate as read of of {wake the reflections} states "Put a token onto the field that's a copy of a creature token you control." So to answer your question, yes you can populate {seance} tokens

What other uses could Seance be put to if the tokens can't attack?

The tokens cannot attack because they do not have haste.
And avoid use is to activate "when this creature enters the battlefield" abilities
Populate, sac for draw(greater good), life gain effects, you can also use as a chump blocker for a turn
Would work well with {ogre battledriver} or creatures with useful ETB's in your GY.
Seance only exiles tokens created with seance, so any token you've populated will remain past the end step. (Exile this creature at the beginning of the next and step is not an ability that is given to the token, it's a delayed trigger from seance)

Whatever the next end step is after they are created. This would normally be every end step, as they are created every upkeep.
Just to clear it up,
So they get created on the upkeep of each player,
and they get exiled in the beginning of the next end step (meaning the start of the end step of an opponent in a 1-on-1 match).
Is this spot on?

Nope.
The next end step is yours, aka the same turn in which your tokens were created.

Ah but Keyeto stated above, "every end step". I interpreted this as my end step and my opponents end step. The card does not state "your end step".
"The Next End Step" means just that, the next end step to happen. Usually this will be yours, because Seance triggers only on your own upkeep. However, if your end step were to be skipped (for example, with Time Stop or Sundial of the Infinite), then it would trigger on the next turn's end step, so your opponents.
Also, the exile trigger will only fire once because it says 'next end step'. If you let the trigger on the stack on your end step, the proceed to stifle or exile the trigger (with Time Stop/Sundial again), then it won't fire again, because the 'next end step' has already happened.

Nope.
They will normally get exiled at the end step of the same turn which they are created. This assumes that you don't do anything that skips your end step such as {Time Stop} or {Sundial of the Infinite}.
The tokens can be created on every player's upkeep, but it doesn't change the fact that the next end step will be in that same turn.
