Do cards like {Shadowborn Apostle} and {Relentless Rats} override the 1 card limit in commander decks?
Yes they do. Card rules always win against "normal" rules. Your playgroup may object, so I'd bring it up to them, but officially you can have as many of either one of those cards in an EDH deck.
