how does {sylvan library} interact with {words of waste}?
how about if i were in a multiplauer game. an opponent taps {temple bell}. i respond by activating {words of waste}. will my opponents draw before they discard?
For sylvan library & words of waste
During your upkeep
You activate words of waste ONCE
The first card you would draw (your normal draw) opponents would discard.
You activate words of waste again ONCE
Now you may choose to draw the cards for Sylvan Library
Also the last ruling states for sylvan library: this will count as "2 draws" for anything that affects drawn cards.
So you will lose 8 life or 4 if you draw.
Your opponents will have to discard one card while you draw one extra that you decide to keep for the 4 life loss or put back on top.
Note that words of waste activation text is: Next time you would draw A card. So for the next draw you would have to pay activation for it.
Since sylvans ruling considers the action it allows as "drawing two cards" you won't be getting a chance to response to the 2nd card drawn with sylvan library.

You respond with words of waste activated ability it resolves
Depending on priority:
If its your turn
You "draw" a card (with bell resolving)
Everyone discards
Then each player draws in turn after
If its not your turn: each player draws in order of turn.
So active player draws
You draw
Everyone discards
Player C draws
Player D draws
But words of waste says you and not opponent so wouldn't the card only apply when you would draw a card and not when an opponent would draw a card

Yes
120.2a If an effect instructs more than one player to draw cards, the active player performs all of his or her draws first, then each other player in turn order does the same.
For team play multiplayer
120.2b If an effect instructs more than one player to draw cards in a game that's using the shared team turns option (such as a Two-Headed Giant game), first each player on the active team, in whatever order that team likes, performs his or her draws, then each player on each nonactive team in turn order does the same.
Clearly if someone is empty handed you want them to draw first before you "draw" so they will discard
