Title: countering a spell

in regards of {Second Guess}

though it literally says SECOND SPELL,
can i counter a spell on the third or fourth spell cast in one turn, or it only counters second spell?

It means exactly what it means. You can only counter the second spell cast in that turn.

Typically if a card has a definite clause on it-- there is no getting around it.
