Nope. If you cast Phage from the command zone you will lose, unless {Platinum Angel} is rocking the field next to her. Or your opponent has an {abyssal persecutor} staring at you. Could also try {Lich's Mirror} if you're feeling dangerous.
Phage also works with {torpor orb} and {sundial of the infinite}.

There's tons of ways to bring it out, cards that prevent its ability from activating and cards that put it into my hand, it works way better than u think :)

{Platinum Angel}
In a deck of 100 cards... I'm skeptical.
It is black so stuff like tutors could help, there are like five or six that are playable.
