Yes you can. I wouldn't recommend it, but nothing is stopping you.

Well Yes. As long as the cards are in the commander's colour identity they can be played in it's deck

Just remember, the colours of your commander limit the cards you can use in your deck. A mono-white commander's "colour identity" limits you to mono-white cards.  A 5-colour commander limits nothing, so go to town. I must admit, I'm quite curious about your idea...

this doesnt seem like a terrible idea. ive lost many games to {hive mind} and any pact {pact of negation}, but if just thrown in a chromatic lantern, you will be immune to that.

I'm pretty sure {Hive Mind} with {Curse of Echoes} is infinite...

Unfortunately, copying a spell is not the same as casting a spell.

{Hive Mind} and {Curse of Echoes} will each trigger once per spell cast, but it is not infinite.

Of course, the exceptions are spells like {Whispering Madness} with the "Cipher" keyword. This is because ciphering a spell means to "cast a copy" of it.

im still thinking, the weird idea came out, when i want a {U} and {R} commander and i want a {Gilder Bairn} and {Vexing Shusher} on it, im still thinking a perfect or a good fit between commander and the deck :¥

You still can't cast the copy of the pact, unless it's within your commanders colors. If any land would produce mana outside your commanders colors, it produces colorless mana instead. Unfortunately being victim to hive mind sucks.
