How well is it constructed or is bad or is a good base to improve it?

It really depends on what you want to do Wth the deck. One thing that will make it better if you want to keep it b/u is give it some duel lands to help the mana base. Besides that some of the higher Cmc spells can be replaced by more efficent spells that do the same thing or are just better

It really depends on what you want to do. For example If you do black devotion you will need to take out most or all of your blue. Find a style you want to play and we can work from there

I brought this deck for my girlfriends younger brothers first deck and over time he's tuned it into a pretty horrible flying disruption deck by adding extra whips, prognostic sphinx, thoughtsieze ect. And also if your keeping it blue black the dual lands are great (watery grave , temple of deceit in standard)
