Does first strike damage go on the stack still?
Not really sure what you mean, but here:
510.1. First, the active player announces how each attacking creature assigns its combat damage, then the defending player announces how each blocking creature assigns its combat damage. This turn-based action doesn't use the stack. A player assigns a creature's combat damage according to the following rules:
A guy i played yesterday told me first strike still uses the stack. He attacked with a 3/2 first strike i blocked with a 4/4 he {alter reap} first dmg on stack
He could reap it after declare blockers but if he does no combat damage will be dealt. Noone has prioty during damage being dealt.
To be clear, combat damage no longer uses the stack. However, after first strike damage has been dealt, triggers go on the stack and player get a chance for fast effects before the second combat step. So his terminology is wrong, but he can still deal 3 damage in the first combat step and then {Altar's Reap} before the second combat step.

But only if a trigger went off?
No, it'll happen anyway.
